He’s referring to the Commonwealth of Australia, not the Commonwealth of Nations which you’re referring to. The Commonwealth of Australia was formed at Federation in 1901.

Moreover, from the 5 original countries that created/joined the commonwealth in 1931, it is the only one that has not legalised gay marriage. I don’t really understand what he means by “We think it’s important that there be a uniform approach to marriage throughout the commonwealth and that’s what we’re going to do our best to ensure.”
